Upon searching through the Steins;Gate OST I managed to identify another track in "Doki Padoru Panic"
It's Operation Arc-Light, and it plays when Sayori and the Pardoru lady stares at Monika
Apparently when put through an automated music identifier, it leads me to a song called "Bail" from Anthony Flammia, which sampled a portion of the track 1:36 in.
